Yew and Oak Bobbin Winder

Seems to be someone's craft project. A lovely design, with oak wheel and supports, with a yew wood base with both heartwood and sapwood showing. The friction winder is more typical of Belgium, however the woods are English. The projection for the thread holder is not well positioned, it would put a twist into the thread when wound. It should be positioned horizontal to the axis of the bobbin.
