Eagle cachet

Single #6-3/4 (6-1/2" x 3-5/8") unaddressed envelope with an unofficial pictorial cancel from the Jackson County Fair and Flower Festival, Jackson, Michigan, August 14, 1987.  The cachet is a design of an eagle in what appears to be an embroidered net?  The back is stamped “Property of J. Byrne, AFDCS (American First Day Cover Society) # 14034, however exactly this same stamp appears on other envelopes with unrelated stamps.   The back also has a pencil inscription written, “For? Jack Byrne from Bob xxxason 8/30/87”. Difficult to read. Unknown maker. Appears to be hand painted. The term “RTI” was applied to this envelope by the seller, but I don’t know what that means.
